People in the occupied Ukrainian regions are being pressured to vote in the election as part of Russia's efforts to maintain control. Moscow has imposed Russian passports on the population, making it difficult to survive without one. Properties have been seized and a new law threatens imprisonment for those without a Russian passport.
In October 2022, Putin signed laws absorbing four Ukrainian regions into Russia : Donetsk, Luhansk, Kherson and Zaporizhzhia. The city of Kherson was liberated by Ukrainian troops about a month later. But much of Kherson region, along with much of Donetsk, Luhansk and Zaporizhzhia remain under Russia n control. According to a report by the BBC, people in these regions are being put under considerable pressure to vote in the election, one of many moves aimed at keeping them under Russia n control.
An AP investigation this week found Moscow has successfully imposed Russian passports on nearly the entire population of occupied Ukraine by making it nearly impossible to survive without one. A Russian passport is needed for jobs, healthcare, pensions and property. After these rules came in, hundreds of properties were deemed abandoned and seized by the Russian government. A more recent law says anyone in the occupied territories without a Russian passport by July can be jailed as a 'foreign citizen
