One of the largest NHS trusts, operating some of the biggest hospitals in Greater Manchester is being forced to make huge savings amid a multi-million pound deficit. The NHS trust has announced that it has opened a ‘voluntary resignation scheme’ - but bosses deny this is a redundancy scheme, the Manchester Evening News can exclusively report.
READ MORE: Greater Manchester’s NHS debt soars by £100m in just four MONTHS amid doctors' strikes and medication shortages The system’s financial committee heard on Tuesday that among the reasons for the huge deficit were the costs from sweeping NHS strikes, the bill for agency staff needed to fill shortages, and the rising costs of both prescription drugs and ward beds for mental health patients. The meeting was told how the Northern Care Alliance, along with Greater Manchester Mental Health Trust, were the two trusts hit hardest by those agency costs.
The NCA also cites industrial action as a main driver of the deficit. The board papers for November’s meeting read: “Cost implications of industrial action by junior doctors, nurses and consultants which has cost the trust £6.2m in excess payments to clinical colleagues to provide cover and bank and agency costs and additional recovery costs.
A locum worker in the NHS typically means a suitably qualified medical or clinical staff who will fill a post on a temporary basis for a period of anything from a few hours to three months or a year. Locum work arises from vacancies caused by holidays, illness, unfilled posts and more. According to trade unions, the difference between a voluntary resignation and voluntary redundancy is that the reasons given for exiting the employer will be registered as ‘resignation’ rather than ‘redundancy’ . Resigning can affect access to state benefits and rights to claim financial assistance for redundancy in mortgage insurance.
