A new homeowner’s exemption to maintain that tax assessment must be filed within one year from the date of death. The child who will be living in the home also must file a claim for reassessment exclusion between parent within three years of the last surviving parents or grandparents passing. The Howard Jarvis Taxpayers Association said it is planning to file an initiative with the California Attorney General’s Office to restore Prop. 58, which was approved by voters in 1986 and excluded a parent-child property transfer from a tax reassessment.
