Even so, D.C.'s 2023 precipitation remains about 16 percent below average.Based as much perhaps on reputation as reality, Monday seemed to speak of Seattle or London. It seemed, as had the previous days, to encourage indoor pursuits, inner life and a search for portent in gloom.
