The proposed strategies he shared at the committee meeting include forming a new uniformed team to work full-time with city departments and research multifamily properties where crime happens, then implement intervention strategies tailored to each one. Police also want to boost engagement at apartment complexes through crime watch meetings, events for young people, apartment community walks and discussions with police.

“Quite frankly, it’s easy once you dedicate the time and energy and resources and form the relationships to address these problems,” said McGough, who represents parts of northeastern Dallas. “The concern is that we haven’t been doing that.” Properties can be deemed “abatable” after a year in which they “knowingly tolerate” five or more offenses such as prostitution, creation or distribution of obscene material, assaults, robberies, unlawful carrying of weapons, murder or sexual abuse of children.

McGough expressed skepticism that Dallas police could boost engagement at apartment complexes given officer shortages. Dallas police have slashed the number of officers assigned to community affairs. The department has nine this year, Deputy Chief Angela Shaw said at the meeting Tuesday. That compares with about 30 two years ago, she said.
