Controversial housing estate in rural Preston gets green light after bitter three-year legal battle
A long-planned and controversial housing estate in rural Preston is finally set to get off the drawing board after a revised version of it was given the go-ahead by councillors – in spite of being in breach of the city’s own planning policies.
It was for the same reason that a later application for the entire estate – made up of two, three, four and five bedroomed properties – was also originally given the thumbs up in October 2019.
Although the plans still conflict with Preston and Central Lancashire-wide planning policies, Mr. Major said that the planning inspector’s decision to approve the original version almost two years ago gave the applicant “a very strong fallback position” – meaning that Wain Homes could revert to that blueprint should the committee decide to throw out the modified one that had been brought before it.
The agent for the application added that the proposed new entrance to the site had been “welcomed by the community” and noted that the parish council had not objected to the latest iteration of the developer’s plans. However, Barton Parish Council – which objected to the initial proposals for the housing scheme and spoke out against them at the public inquiry in 2021 – has previously dismissed the need for the building, citing the already thriving Barton Village Hall. The parish authority welcomed many of the changes that the developer made to its fresh application for the plot – and, this time around, chose not to oppose it.
