Staff working 20 hour shifts, poor quality of food and staff lacking empathy - the key points from a Blackburn care home's inspection report
A care home in Blackburn has been slammed by inspectors for what they describe as a lack of empathy, poor food quality and incompetent staff administering medication.
In the report, inspectors found that residents had not been supported to eat or drink consistently, with one person who required observation whilst eating, had been left alone. Most meals provided were frozen ready meals, with food not stored in guidance in the fridges, dates not recorded on opened and uncovered plates of food and kitchen cupboards were disorganised and crockery mixed together. Basic interactions between and staff and people occurred during mealtimes, with no choice of meal offered but people did tell inspectors that they had enjoyed their food.
However, all the people at SMS Care told inspectors they were happy, saying: "I am happy" and, "It is much better than last time you came." The report adds: "One staff member had worked a 20 hour shift and a second had only 1 day off during a three week period. Some staff were working over 60 hours in a week. There was no record in staff files to confirm they had signed to opt out of the 48 hour worktime directive."
Where safeguarding concerns were investigated by the Local Authority, no record about concerns or actions taken were made to ensure people had been protected from the risk of abuse. Incident reports identified concern for one person, requiring a referral and notice to the CQC, but there was no evidence this had been done.
