President Trump's message of law and order has manifested itself in Washington, DC, in a way he's threatened to do in states but has not been able to achieve

In the nation's capital, Trump has been able to more easily direct troops and a range of federal authorities positioned across the city to respond to protests stemming from the death of George Floyd, a 46-year-old black man, in the custody of Minneapolis police officers. The city's status as a district, not a state, allows the President, and in turn the federal government, more leeway. Combined, at least 5,800 troops, agents, and officers have taken to the streets of the District.

— Acting Commissioner Mark Morgan June 1, 2020 The move to deploy federal authorities in the district has been called into question by local officials. Washington is governed by the Home Rule Act, which was approved in 1973, and puts the district in a unique situation when it comes to federal involvement.

— Acting Commissioner Mark Morgan June 2, 2020 "When you add police that look like the military, that are wearing equipment virtually indistinguishable from military, that's what's most disturbing for people to see. You can't tell the difference between police and military," said David Lapan, a former Pentagon and Homeland Security official.

— Acting Commissioner Mark Morgan June 3, 2020 Protests are not unusual in Washington. Historically, demonstrations have drawn thousands of people to the nation's capital and the last few years have been no exception. In 2017, for example, thousands attended the Women's March after Trump's inauguration. And in 2018, students from around the country attended the March for Our Lives to rally for gun reform.
