White House press secretary Jen Psaki said Russia is 'manufacturing threats that don’t exist in order to justify further aggression.'Russian President Vladimir Putin’s decision to put nuclear-deterrence forces on alert was consistent with the Russian president’s actions since the start of the tension over Ukraine, White House press secretary Jen Psaki said .

“This is really a pattern that we’ve seen from President Putin through the course of this conflict, which is manufacturing threats that don’t exist in order to justify further aggression,” she said Sunday on ABC. “At no point has Russia been under threat from NATO, has Russia been under threat from Ukraine.”

While the U.S. said it had no reason to question “the validity” of the Russian claim, it hadn’t finished an independent assessment on whether Russia had moved missiles or other equipment to put its nuclear deterrence force on higher alert, a senior defense official said Sunday. The U.S. learned about the Russian move from the announcement, the official said.

“We believe that this is not only an unnecessary step for [Mr. Putin] to take but an escalatory one,” the official said. The U.S. said that it would “go forward” with its plans to send lethal defensive assistance like Javelin antitank weaponry, ammunition and other materiel to Ukraine, the official said.

The official refused to say whether the Russian move had changed the U.S. position, saying “we do not discuss the specifics of our strategic defense posture.” The U.S. wouldn’t share its assessment of Russia's nuclear deterrent force status once its assessment was complete, the official said.
