Christine Quinn runs WIN (Women in Need), the largest provider of housing for homeless families in New York City, serving around 5,000 people a night. Here, she addresses the challenges facing homeless women and children as the coronavirus crisis unfolds.

will be spotlighting the medical workers, teachers, and Good Samaritans who are giving back to those in need during theWhen you think of the homeless in New York City, maybe it’s the person you tend to avoid on your daily commute that comes to mind. Perhaps he’s a man; most likely he’s alone. But the truth is that a homeless person in New York City is much more likely to be a woman with children, struggling to make ends meet.

And we know that our clients are going to get sick. So right off the bat we spent about $200,000 more than we were budgeted to spend on masks, gloves, and food. We are overspending—but it’s necessary. Not a single child in our shelter has a device that they can use for remote learning. I’ve said it a million times: None of the shelters in New York City have Wi-Fi.

I hope that we come out of this crisis with an appreciation for the people who have to go to work every day. In our shelters that’s the security guards, the case managers, the rec workers, the social workers—they have to be hands-on in a shelter. Sometimes we forget that doctors and nurses and shelter workers and other frontline people are not robots—they are people with families who take care of their kids and their parents. That’s a big part of this that we don’t want people to forget.

Thee physical structures need to be safe and appropriate. If they are for families, they need to have private bathrooms and a private cooking area. If they’re for kids, they need to have open spaces or a rec room or something similar. The word “temporary” with the government can mean “permanent,” so we need to think about that. And what services will be provided? In New York hotels, there isn’t great attention paid to the physical safety of the guests.

The main two reasons people come to us are eviction and domestic violence. If you have those things going on in your life, you’re not going to have a stable connection to medical care. Things others might have caught much early, you might not discover until farther down the line. That’s an issue on our short long-term agenda. Your housing and in some cases your entire public assistance package is based on whether you can work.
