There is a gap between introducing a piece of technology into society and society’s drawing up rules to manage it.

Much discussion and controversy exist in D.C. and throughout America over such technologies as Instagram, Tik Tok, and AI. Great contention concerning the effect of these technologies on children’s brains and self-esteem, fear of China’s control of America’s mega-data, and the existential threat of advanced artificial intelligence on the human population have dominated public discourse.

Those in the know call for Congress to pass laws before our children deteriorate and our civilization worsens. However, we need to include the underlying factor:. This sociological term describes the gap between introducing a piece of technology into society and society’s drawing up rules to manage it.

This social change process happened before. For example, the automobile was introduced into America before there were rules to control its use, such as traffic lights.
