Lack of shelter beds leads North County city to consider using emergency powers that could expedite conversion of apartment complexes into shelters
Franklin said that the city intends to lease two existing apartment buildings outside Vista city limits in unincorporated San Diego County
The council directed city staffers to bring pull together a deeper discussion on the shelter at its Sept. 26 meeting. A discussion is also planned on renewing the city’s contract with Alliance for Regional Solutions, a nonprofit that coordinates a homeless shelter network in North County. Denials confounded the council given that, according to a city presentation made at Tuesday’s emergency meeting, 34 Vista residents had collectively spent 1,174 nights at alliance-contracted shelters from October 2022 through June of 2023.
Haven House in Escondido, one of the shelters in the alliance network, is run by Interfaith Community Services, a prominent homelessness nonprofit in North County, and its CEO acknowledged that beds were not always ready when someone asked.
