Government sources insisted that they never intended to legislate for the measures which Rishi Sunak announced last week
which is designed to curb the powers of local councils to impose new rules on drivers, such as blanket 20mph zones in cities and low traffic neighbourhoods LTNs).
It will also issue “new guidance on low traffic neighbourhoods” which will consider “how to address existing LTNs that have not secured local consent”. But the guidance on speed limits and LTNs will not be legally binding, meaning there will be no way to stop local councils from continuing with current policies.which they claim limit the freedom of residents to travel when they want, with the threat of fines for motorists who break the rules.
It has now confirmed that any “legislative changes” will come in the form of secondary legislation, intended only for minor tweaks to the law, which can be enacted without a full vote in Parliament.
