Identifying as 'gay, lesbian, transgender or queer' is an offence under the bill, which cleared the Ugandan parliament on Tuesday

After the bill passed, speaker Anita Among said: “Whatever we are doing, we are doing it for the people of Uganda.”Museveni has not yet confirmed whether he will sign the law, but is a hardline opponent of LGBT+ rights who has accused Western nations of “trying to impose their practices on other people”. He signed a previous anti-gay law in 2013 before a court struck it down on procedural grounds.

Human Rights Watch has described the legislation as “a more egregious version” of the law, which drew widespread international concern and was struck down amid pressure from Uganda’s development partners. In recent weeks Uganda authorities have cracked down on LGBT+ people after religious leaders and politicians stoked a baseless moral panic about homosexuality in schools.

The police said on Monday they had arrested six people accused of running a network that was “actively involved in the grooming of young boys into acts of sodomy.” “One of the most extreme features of this new bill is that it criminalises people simply for being who they are,” said Oryem Nyeko, Uganda researcher at Human Rights Watch. “Ugandan politicians should focus on passing laws that protect vulnerable minorities and affirm fundamental rights and stop targeting LGBT people for political capital.”
