Doris Brown filed a civil rights complaint with HUD that resulted in a finding that the Texas General Land Office discriminated against communities of color when it left Houston and Harris County out of its plans to distribute flood mitigation funding. The GLO has until Friday to come into voluntary compliance with that finding, after it rebuffed settlement talks earlier this summer.
“I don't know if anybody is at HUD these days, I don’t know that they’re open for business,” Turner said, garnering a few laughs in the City Council chambers. “HUD has to defend its own process and its own dollars and its allocation. So, if anyone is at home, at HUD, then answer the phone and defend yourself, because it is the integrity of HUD that is on the line.
HUD issued a letter in March finding the land office’s criteria for distributing the funding was discriminatory and, steering funds away from diverse urban centers and toward whiter, more rural counties. Secondly, the agency divided the funds into two uneven categories: the most impacted and distressed areas as defined by HUD, which included Houston and Harris County, and the more rural counties that also got a presidential disaster declaration. Those two categories competed for relatively equal pots of money, despite the fact that the most distressed areas had eight times as many residents as the rural counties.
Later that month, HUD Secretary Marcia Fudge wrote a letter to Gov. Greg Abbott and Land Commissioner George P. Bush, saying Texas had 60 days to reach a voluntary compliance agreement or settlement.
