in a prerecorded video commencement address to National Defense University, referring to his participation in the photo op. “As a commissioned uniformed officer, it was a mistake that I have learned from, and I sincerely hope we all can learn from it.”
Esper also claimed he was “not aware” there would be a photo op after the president’s address in the Rose Garden, and explained why he opposed the use of active-duty troops to quell protests.
