Other companies build and maintain transmission and distribution lines under PUC regulation. Retail electricity providers, municipally-owned utilities and electric cooperatives pay ERCOT for the electricity they sell customers. The quandary: How can Texas guarantee enough electricity is generated for high-demand periods when lawmakers insist on paying only for the electricity consumed and refuse to compensate generators for having power available for emergencies?
The Texas Energy Buyers Alliance rejects the premise that current prices do not incentivize new power plants. They say the real problem is that generators do not maintain their equipment. The alliance backs a Dispatchable Reliability Reserve Service, which it says would provide reliable electricity at a fraction of what PCM costs.
