In police shootings, the public often focuses on the officers who pulled the trigger. The ones who didn't may have more to offer.

Once police gained access inside the apartment after what they note was nearly 10 minutes of pounding on the door, Columbus K-9 handler Ricky Anderson released his dog. It began barking at a closed bedroom door at the rear of the apartment. Anderson, a 30-year veteran of the city Division of Police, leashes the dog. The video shows officers moving toward that door, then opening it.

"If you think Officer Anderson had some justification for firing his weapon, then ask yourself why the police officer had his weapon drawn and had the clearest view of Donovan Lewis did not discharge his firearm." The other officer was fully exposed in the open doorway, suggesting he may not have perceived a threat to the level that Anderson did.That officer almost certainly will be asked the question in detail by investigators. What did he perceive in the moment that the door swung open and the room was illuminated? Why didn't he fire?

"We are expressly forbidden from using 20/20 hindsight, because unlike all of us, officers are not afforded the luxury of armchair reflection when they are faced with rapidly evolving, volatile encounters in dangerous situations," Collins said."Because of this, the law allows a reasonable officer to be mistaken, just as the law allows us as non-police officers to be mistaken.
