It creates an alternate timeline that stems from that one event.
The theory is that Matthew Macfadyen's Paradox leads a rogue sector of the TVA who still wants to protect the sacred timeline after the Loki season 2 ending switched their goal to protecting the multiverse. Finding Cable's device would allow them to go back and fix many of the events that led to the sacred timeline being destroyed without creating new time branches. They could also purge any new universes created by the sacred timeline collapsing.
