Secretary-General Jens Stoltenberg told reporters in Brussels on February 14, saying it was the start of a fresh offensive. Serhiy Haidai, the governor of the eastern Donbas' Luhansk region, posted on Telegram on February 15 that"The Russians attack in 'waves' with the support of aviation," he said, noting that the Luhansk settlement of Belogorivka was one area where the Russians were focusing their attacks.
A day earlier, the Institute for the Study of War, a Washington-based think tank, maintained its assessment that Russia's most likely cause of action was to launch"an imminent offensive effort" in the contested Luhansk region.

While the International Criminal Court has opened an investigation into crimes committed in Ukraine, it does not have jurisdiction to prosecute Russia’s leaders for aggression.
