Mr Horne said he did not think it would be reasonable to expect Mr Johnson to admit to committing a criminal offence while a police investigation was ongoing, but Sue Gray’s investigation was not a criminal one, and that it was reasonable to expect the Prime Minister could have made a similar statement to one the Department of Education made when it admitted a social gathering took place in December 2020 and that it would have been better not to have gathered in this way.
Mr Johnson says in his submission that he relied on assurances from officials which formed his belief that rules and guidance were not broken for the 18 December 2020 event. “Johnson will probably turn up to the committee and say the rules were changing all the time, and it’s my job to be the chairman of the board, not the guy who sits there looks at all the minutiae of all this stuff.
