Ted Cruz and others in Congress with ties to the island nation are still trying to find new ways to confront the oppression of its Communist government.

In the 1980s, Payá founded the Christian Liberation Movement in Cuba and in the 1990s pushed for a referendum to expand freedom of expression, assembly and civil rights. He was twice nominated for the Nobel Peace Prize. Cruz is one of three Senators of Cuban descent. His father and his aunt were born on the island and both were captured and tortured at the hands of Cuban dictators. His father Rafael was imprisoned and tortured by dictator Fulgencio Batista's government. He eventually fled Cuba for the U.S.
