The new rules, which limit outdoor watering to once a week, will affect more than 6 million residents in Southern California
in the journal Nature Climate Change have estimated that 42% of the drought's severity is attributable to human-caused climate change.
But the measures haven't worked so far in getting residents to conserve water. In fact, the state's average urban water use rose nearly 19% in March compared to the same month in 2020, according to State Water Resources Control Board data.
