Abortion rights have been firmly ensconced in Illinois law, which has some of the least-restrictive rules in the nation.

Most of those who got abortions in Illinois were residents, with 36,000 patients from counties across the state. Yet, the majority of in-state patients were from a select few counties in the northeastern part of the state near Chicago — Cook, DuPage, Will and Lake — as well as St. Clair County near St. Louis. Each year, thousands of women cross state lines to have an abortion in Illinois, according to state data. That number could now grow exponentially.

Abortion clinics have opened near state boundary lines: An 18,000-square-foot Planned Parenthood facility opened in 2019 in Fairview Heights right by the Missouri border and another Planned Parenthood opened in May 2020 in Waukegan near the Wisconsin border. The Center for Reproductive Rights has identified 24 states that would potentially prohibit abortions with Roe overturned. Most of those states are in the central and southern parts of the country.

“I have been clear in stating I am pro-life. We have an opportunity to make progress in protecting the sanctity of life, and that’s exactly what we will do,” Gov. Eric Holcomb said. The 24 states they identified include the 13 states with “trigger laws” — including Missouri and Kentucky — and states with laws that highly restrict abortion.

Longer term, anti-abortion officials said they wanted to see a restoration of the state’s parental notice law that required parents of minors to be informed when their child sought an abortion and new laws requiring clinics providing abortions to be subject to more stringent health inspections.
