With leeway from the White House to interpret public health guidance as they see fit, states across America are implementing a patchwork of reopening strategies. In suburban areas outside Nashville and Memphis, Tennessee’s largest cities, some communities are caught between different sets of rules: the reopening strategies of Republican Gov. Bill Lee, who is steadily lifting restrictions, and more progressive mayors who have been permitted to open at a more cautious pace.
And while Florida is reopening restaurants and retail stores at a reduced capacity, counties around Miami in the southern part of the state – which represents 60% of cases and deaths – remain closed. In Northern California, a few counties are reopening businesses ahead of the state’s guidelines, which call for significantly expanding testing and contact tracing practices before moving forward. Businesses in rural Texas counties, meanwhile, are permitted to allow in more customers than neighboring areas with higher coronavirus case counts.
