South Korean investigators blamed poor safety planning and bungled responses by police and others for a crowd crush that killed more than 150 in Seoul during Halloween last year
At least 151 people died and some 82 more were injured in a deadly crowd crush in the South Korean capital during Halloween celebrations. The victims were mostly in their teens and 20s and included 19 foreigners who were killed, officials said.
