Urban planner Ed Logue’s legacy can be seen in New York’s Roosevelt Island and Boston’s Government Center. Other projects floundered

By Alex Beam Oct. 2, 2019 6:44 pm ET In 1997 the New York Times profiled retired city-planning czar Ed Logue in a cruelly headlined article: “A Master Builder’s Mixed Legacy: Forgotten by the Public, ‘Mr. Urban Renewal’ Looks Back.” If Logue was forgotten in 1997, he’s totally unknown now. So kudos to Harvard professor Lizabeth Cohen for exhuming the cantankerous, ambitious and idealistic Logue in her charming and successful biography-cum-urban affairs history, “Saving America’s Cities.

In Boston, acting as Mayor John F. Collins’s planning consigliere, Logue used a lighter touch. On the fringes of Government Center and its Brutalist eyesore, the Kallmann McKinnell & Knowles-designed City Hall, he retained such traditionally designed buildings as the elegant Customs House Tower, the Old State House, and Faneuil Hall and Quincy Market. The latter two would become showpieces of urban redesign.

The UDC was a superagency that could theoretically build public projects anywhere, purchasing land and overriding local zoning ordinances at will. But theory and practice quickly diverged, as Logue learned when he fielded a “raving-mad late-night” phone call from Rockefeller’s archrival, New York Mayor John Lindsay. “You’ll never do anything in New York if I don’t tell you exactly where, when and why,” Lindsay said.
