In a question-and-answer session after his speech, Clark repeated council’s commitment not to use property tax increases to pay for the proposed district, saying a financing plan would have to look at funding sources such as levies on event tickets or tax increment financing — a term for borrowing against an expected rise in property tax revenues generated by the development.
While he acknowledged the need to “be at the table” with the province on these issues, he said the municipal government doesn’t have the money or the authority over key provincial ministries to tackle these complex social issues by itself.
