The report distinguishes between temporary shelters — referred to as “emergency residential shelters” in the zoning bylaw, which can only be authorized at a site for a maximum of 18 months — and permanent facilities, which are subject to existing zoning rules for facilities like hostels or long-term care homes, depending on how they’re being operated.
The Downtown Saskatoon Business Improvement District and the Saskatoon Chamber of Commerce have previously written to council calling for future shelters to be situated in buildings with outdoor space where residents can congregate, and for a requirement to hold public hearings prior to approval.
