The 2003 blaze's lessons accelerated a shift toward urban infill development and away from building in fire-prone backcountry areas.
In the two decades since it destroyed thousands of homes, the 2003 Cedar fire has dramatically changed where and how housing is built in San Diego County, shaping — and arguably limiting — the county's growth. State officials quickly rewrote building codes to require more fire-resistant roofs, windows and vents on new construction, to limit where housing can be built and to require well-planned evacuation routes.
Greenfield projects, they point out, are significantly more profitable for developers, while infill is more expensive to build. 'If you use a two-story home as your baseline, going up to three stories is 30 percent more, four stories is 100 percent more and by the time you get over eight stories you are up to five-and-a-half to seven-and-a-half times more per square foot,' said Nick Cammarota, the BIA's general counsel.
