The government will introduce emergency electricity cutoffs across Ukraine, according to Deputy Head of the President’s Office Kyrylo Tymoshenko.. Ukraine Foreign Affairs Minister Dmytro Kuleba said Russia would rather"fight civilians" than fight on the battlefield.
