Biden says Putin ‘trying to wipe out the idea of even being Ukrainian’; satellite images show Russia building up troops in east of Ukraine

US President Joe Biden’s administration is expected to announce another $750 million in military assistance for Ukraine as soon as Wednesday, two US officials familiar with the matter told Reuters. The equipment would be funded using Presidential Drawdown Authority, or PDA, in which the president can authorise the transfer of articles and services from US stocks without congressional approval in response to an emergency.
