The community game in England is affected, meaning clubs, schools, colleges and universities at both age-grade and adult levels, including the National One division and below in the men's game and Championship One and below in the women's game.
More than 16,000 people have signed a petition calling for England rugby chiefs to reverse a decision banning tackling above the waist in amateur games to improve player safety.
Ball carriers will be"encouraged to follow the principle of evasion" and to"avoid late dipping", the Rugby Football Union said in a statement on Thursday, but the governing body has stopped short of banning two-man tackles.Referees, it added, will be asked"to focus on the actions of the ball carrier as well as the tackler when head contact occurs".
