Even if Biden approved the pipeline, the energy company that was building it would be"very hesitant to come back to the United States without some kind of concessions" after losing billions of dollars before. "If I was that energy company, I would say, 'Hey, you're going to have to give me some of my money back that I lost the first time around. And you're going to have to give me some concrete proof that we're not going to end up in U.S. courts again.'"
