At the latest meeting, Eco-Socialist Coun Kevin Frea, deputy leader of the city council, recommended approving £300,000 of capital funding for de-carbonisation work and bids, and to adjust its external debt arrangements. He said officers expect more government funding schemes to be announced and want to apply for upgrades at the Palatine Hall and The Storey this year, if possible. The council’s £300,000 contribution could lead to a £3.5 million government grant.

Conservative Coun Adrian De La Mare said: “Why were we told at the last full council meeting that the budget was balanced? Now we are being asked for an extra £300,000 outside the budget. Also, we cannot make a decision tonight without knowing all the costs. Yes, we all want to go green. But we were told the budget was balanced. Yet, here we are being asked for extra.”

Regarding officer time spent on Westminster government funding schemes, Coun Frea said: “The application for the £6.8million had to be put in at quite short notice by our officers, who deserve a huge round of applause. That has not cost us money. That has saved us money.”
