Richard A. Carter, 63, had chronic obstructive pulmonary disease, or COPD, and used an oxygen machine. He died after 3 days in the jail, where he was locked up for a contempt charge.
County officials have not released a cause or manner of death for Carter.
Sadie Hostley said she broke up with Carter “a long time ago” and Carter then moved in with a friend. But that arrangement fell apart and Carter was hospitalized last year. Hostley requested a PFA order against Carter on Dec. 19, and police served it on Carter on Dec. 20 but he refused to leave the home, according to court records.
Carter was placed in the medical cellblock so staff could keep an eye on him, said District Attorney Fran Chardo. Carter was placed in a cell with an outlet, so he could plug in his oxygen machine, Chardo said. He did not have a cellmate.
