Organizers planned protests over Mr. Brooks’ death in Atlanta at 3 p.m. in Centennial Park and at 6 p.m. at the headquarters of the Georgia capital’s police department. Mr. Rayshard failed a field sobriety test and resisted being placed into custody. During a struggle, an officer deployed a Taser, according to the state agency.
