She is asked about a section of her statement, which reads: 'It was difficult to get the right kind of engagement from the DHSE or the NHS. 'It was an inbuilt reluctance to accept that it was possible to get to a point where the NHS was overwhelmed.
'Ms MacNamara notes in her statement that she was repeatedly told the NHS capacity was 'elastic'. She says it later became clear that this meant the 'ability of those working in the NHS to work themselves into the ground to keep people alive'.Ms MacNamara tells the inquiry this related to the winter of 2021, when 'I was much more actively involved' in considering risks.
