“When everybody else was giving up, the big money guys included, the mayor of a little town never gave up,” said sportswriter Randy Galloway.

The North Texas effort lacked cohesion and didn’t have the business community muscle behind it like Houston’s push for a Major League team. Vandergriff, who at one point led a North Texas coalition to score a baseball team that included Dallas businessman Lamar Hunt and Fort Worth businessman Tommy Mercer, had help from President Lyndon B. Johnson and Texas Gov. John Connally, but even they couldn’t get Hofheinz would not budge.

During his tenure, the Rangers and the City of Arlington decided to build a new publicly funded stadium, at a cost of $193 million. The Ballpark in Arlington was born.The early years of the Rangers were a struggle, as it is with many expansion teams. They were jokingly called the Texas Strangers.

“The challenge was how to make sure that the Rangers remained in Arlington,” said Richard Greene, who was the city’s mayor at the time. “We had to put together a plan that the voters would feel good about and that’s what happened. We built the ballpark – and the rest of everything that’s happened since then all began with the new ballpark that opened in 1994.”Voters in a record turnout approved the $193 million ballpark that was financed through a tax increase.

One of his first moves with the Rangers was to make Spanish language broadcaster Luis Mayoral a special consultant with an office in the executive hall. “It would foreshadow his outreach to the Latino community,” Kennedy said.
