Disguised as a wonderful use of park lands for much-needed day care services, Measure H is so poorly drafted it gives the mayor total discretion to enter into leases of dedicated park lands for any use for up to 100 years, at no rent. Under H, the mayor has absolute discretion to OK otherwise illegal “non-park” uses of dedicated park lands, to enter into leases all with no checks and balances.
