The bill also includes"unclear provisions that could introduce new barriers to student success," trustees said, and could hurt programs like scholarships that help low-income Ohio students get financial aid. SB 83 contains"ambiguous provisions that could cause administrative gridlock and First Amendment challenges," trustees said. Phrases like “matters of social importance,” “opposing perspectives” and “controversial matters” would leave faculty, administrators and trustees guessing what speech falls within the boundaries and would likely prompt lawsuits.
