"This is a powerful storm. This storm will cause lots of rainfall. This storm will cause storm surge to batter our coastline, and there will be power outages because trees and debris will get into our lines and create problems," Silagy said. It was unclear how quickly power would be fully restored, but 13,000 lineworkers were positioned ahead of the storm's landfall to respond to restoration efforts.
