There are also disparities across Scotland, where a separate investigation has found the amount of support offered by local authorities varies from £2.13 for pupils in Midlothian to £4 per day for those in Dumfries and Galloway. The average amount provided in Scotland is £2.
However, the programmes have attracted criticism from some parents, who have said they cannot afford to pay for fuel or public transport to get to HAF sites. Lunch is also not a guarantee – the Government guidance for HAF provision states that programmes must provide at least one meal a day, but this could be breakfast, lunch or dinner.
Lynn Denham, a Labour councillor on Worcestershire County Council, said she was “very concerned” that children will go hungry as a result.
