Richard Barrera, the longest-serving member of the San Diego Unified School District board, is not a fan of either ballot measure, particularly the one about education. “For the most part, parents have not been willing to file lawsuits,” Christina Laster, the western region’s education director for the National Action Network,James Liebman, a Columbia Law School professor who helped draft the ballot language, told CalMatters the phrase “high quality” is intentionally broad so that local districts can define what that means. Supporters also say the measure would motivate the Legislature to improve schools, particularly with more funding.

This is the second attempt to add a right to quality education to the state constitution. An attempt in 2022 did not receive enough signatures to qualify for the ballot., a coalition of education advocates and others led by former Los Angeles Mayor Antonio Villaraigosa. The measure requiring the state to recognize a “fundamental human right to adequate housing for everyone in California” is only slightly longer.also says state and local governments must fulfill that right “by all appropriate means . . . to the maximum of available resources.”
