Maui Emergency Management Agency administrator Herman Andaya resigned Thursday, a day after he defended not using sound sirens to warn residents. He said they were intended to be used for tsunami warnings.

. They are Robert Dyckman, 74, Buddy Jantoc, 79, Melva Benjamin, 71, Virginia Dofa, 90, and Alfredo Galinato, 79.
