Wes Moore, Maryland’s new Democratic governor, wants to revive a public-transit project his GOP predecessor shelved. “You cannot have economic mobility if you do not have physical mobility.”
Mr. Moore, a 44-year-old Democrat, has been a Rhodes scholar, an Army officer deployed to Afghanistan, a Wall Street banker, a bestselling author and the chief executive of an antipoverty foundation.
