Hywel Baker can only walk short distances and is on the waiting list for a knee replacement
A man from Nottingham says he's "disgusted" after the city council told him he wasn't eligible for a Blue Badge. Hywel Baker, 56, suffers from prostate cancer, arthritis and depression - but his application for free parking because he's disabled was rejected.He said: "I was annoyed. They're useless. I'm not very happy about it. I thought: 'What? What? What are you doing? Hang on a minute.' I think they've crossed a line.
In addition, he's on the waiting list for knee replacements and currently cannot walk very well. As part of his application, he sent off the certificate from his doctor stating he was not fit to work, a list of medications and a photograph of his medications.He says he sent the council an email back to complain but hasn't heard anything in response. Mr Baker has since been awarded the mobility part of PIP and hopes to reapply to see if his chances have now improved.
Nottingham City Council's website, based on government guidelines, says that people who receive PIP with a score of 8 or more points on the mobility part automatically qualify for a blue badge. It explains that someone "may" qualify if they cannot walk at all or without help from someone else or using mobility aids, or if they have a severe disability in both arms and drive regularly, but cannot operate pay-and-display parking machines.
