Accused Rodeo rapist sues Contra Costa Sheriff for $16 million, says deputies put the handcuffs on too tight
RICHMOND — A Rodeo man accused of raping two women in separate incidents has filed a lawsuit demanding $16 million in damages, alleging that he suffered damage to his wrists when deputies cuffed him too tightly in his July 2022 arrest.
The suit alleges that Oxley suffered damage to his wrists that will require surgery — and left him with carpal-tunnel and nerve damage — when a deputy handcuffed him too tightly on July 7, 2022. Oxley wrote that he complained several times of intense pain when he was being arrested and taken to detectives for an interview, but that his requests were ignored. He said he requested a doctor but didn’t see one for two months.
As exhibits to the suit, Oxley included documentation of “moderate bilateral carpool tunnel syndrome” he received last September. He also included copies of a police report where deputies note they added a second set of handcuffs after Oxley — who noted he weighs approximately 320 pounds — complained of pain.
