Rental scarcity drives up application costs for apartment hunters. A proposed state law seeks to create a one-time payment for tenant screenings.

Angelita White and her husband got an unexpected surprise when searching for a new apartment.

And each time they apply, they typically pay fees ranging from $25 to $55 per adult for credit checks and employment and criminal background verification. Because each landlord uses their own screening service, tenants often must make repeated payments with each application — sometimes even when using the same portal over and over.

To ensure the reports are timely and free from tampering, they would be good for just 30 days and could be accessed from “a third-party” tenant screening provider. The reports would include a credit check, employment verification and a seven-year eviction history. For White and her husband, who are both real estate agents, it was hard to shell out that cash because of the uncertainty of getting the rental they applied for.
