Virginia governor issues order to let jurisdictions prohibit more than 10 people in restaurants, other businesses

Gov. Ralph Northam urged Virginians to follow federal guidelines restricting public gatherings of 10 or more people in any businesses, but refrained from issuing mandatory limits as he announced Tuesday that the state’s total number of confirmed coronavirus cases has climbed to 67.

“I’m much more about carrots than I am sticks,” Northam said. “The reason I’m here today is to ask Virginians to be part of the solution and hopefully we won’t get to the point where we have to do a lot of enforcement. We will have that in place if needed.” To help food industry workers who may be left out of a job as restaurants pare back, Northam said he had waived a one-week waiting period so laid-off workers could get state unemployment benefits right away. He directed people to contact the Virginia Employment Commission for details on how to apply.

Oliver said the first confirmed case in a long-term-care facility “is very concerning.” He said officials were working to investigate the origins of the infection and to “isolate and ensure the infection does not spread to others.” The school system, which serves 16,000 students, will remain closed until mid-April at least, in a bid to contain the spread of the virus. From the moment he learned schools would close last week, Elias became determined to keep in touch with students.

Elias’s class makes up a substantial portion of the viewers, though the broadcasts are targeted to all high-schoolers, and Elias’s audience and reach are growing. Monday’s session drew about 200 students, whether watching in real time or tuning in afterward, and — based on the number of live viewers — Tuesday will probably see a jump in turnout, Elias said.

“Guys, all your teachers are worrying and wondering about you,” Elias said. “This happened so suddenly. … The most important thing is to not stay isolated from school.” Distilleries in Maryland are making hand sanitizers to help fill an expected shortage, joining a trend in states experiencing community spread of the novel coronavirus.
